Do you need to remove the bumper to change the headlight on a 2006 Passat?

My dealership is telling me that this is necessary. I have other people telling me this is just crazy. I have a '01 Jetta and you have to remove the battery to get access to the left headlight. The right (passenger side) headlight is a bit easier to get to but it's not a quick swap. I would assume the newer Passat's are the same.
